THE U.S. FISH AND WILDLIFE SERVICE expanded the habitat of the Santa Ana sucker fish by 1,000 acres. The expansion, which went into effect in January, has prompted a dozen Inland Empire area water agencies that threaten to sue the U.S. Fish and Wildlife Service.
